The indigenous people of Finland

Existence can be tough in the Arctic, but the Sámi have adapted well to the environment. The Sámi, whose homelands stretch across northern Finland, Sweden and Norway and a corner of northwestern Russia, are the only indigenous people of the European Union. The Sámi flag was recognised in 1986; the same colours commonly appear in the traditional Sámi garb called “gákti.”

This emoji shows the Sámi flag flying in a flagpole. The flag has a red and blue vertical column, of which the blue one is larger, and a green and yellow vertical stripe between the columns. On top of this is a circle which has a blue left half and a red right half.
